Review: Material is not cotton. It’s kind of shiny/has a slippery texture to it so it will keep you warm. I think they used some spandex material. It is naturally off the shoulder but you can still pull it up to your shoulders if you want. Kind of stretchable so if you want a fitted look, size down.
